Dr. Ruby Raju

Dr. Ruby Raju is a highly qualified clinician with combined 22+ years of military, federal, state, non-profit, forensic, hospital, mental health organizational leadership, higher education as a professor for a graduate program, policy and procedure, community mental health, forensic settings, Neurobehaviors skilled nursing facility, medical trauma complexity hospital settings, substance use, in-home care, and community-based paramilitary strategic operations and mental health leadership. Additionally, she has extensive assessments and evaluations experiences in: ASD, ID, Integrative Assessments, Court Competency, crisis mobilization, Suicide prevention and interventions, and parent evaluations. She holds a Doctor of Psychology (Psy.D.) and Master of Arts in Clinical Psychology from an APA-accredited institution, the American School of Professional Psychology at Argosy University. Dr. Raju's passion for healthcare and addiction recovery stems from her personal experience with addiction in her family and the cultural taboo surrounding mental health in her Punjabi cultural roots. 

Her prior military service also exposed her to the impact of trauma on soldiers and their subsequent struggles with substance abuse. In addition, Dr. Raju has a diverse background of experiences that is a unique combination in understanding programmatic and clinician needs. Her credentials and training include, but are not limited to, Federal budget and grant contracting acquisition, Action Officer Developmental Training, Primary Leadership Developmental, Certified Equal Employment Opportunity Counsellor, Developing Performance-Based Work Statements & Development of the Government Cost Estimate, Certified Individual Crisis Intervention, Peer Support & Group Crisis Intervention Incident Command Team, National Incident Management Emergency Response Expert, Military Cultural Competence, Certified CPI in Nonviolent Crisis Intervention Training. Dr. Raju is considered and recognized as a subject matter expert (SME) in several clinical areas. She served as SME for National Interagency Fire Center Interagency-National Parks Services (NPS) as they created a program around suicide intervention and policies; her contribution aided in cultural change in mental health acceptance. 

She served as a Clinical Director at Bayside Marin’s rehabilitation centre for the treatment of substance abuse and dual diagnosis is designed for executive, veterans, and guests who require privacy, exclusivity. She diligently worked round the clock to stabilize the clinical department and design a robust program that provided residential, detox, in-patient, and outpatient. She designed and oversaw the Northern California Crisis mobilization unit for the Department of Developmental Services (DDS) with the state while serving as the Clinical Psychologist of three residential state-operated Adult, adolescent, and child Community Crisis Homes and SME to Regional Centers and other level care homes. In addition, serving as an SME to her counter partners in Central and Southern California DDS operations. She has extensive budget and logistics experience, as she served in several Budget Officer roles and was considered an SME for Administration and Budget operations when she served as part of the National Incident Command Team with the NPS. In addition, she holds consultation and executive roles with several non-profit organizations and has collaborated with the City of Pittsburg around work of Diversity and Inclusivity and Multi-cultural awareness. 

She has extensive experience in policy review and writing, as she recently drafted Intervention and Postvention Suicide policy for entire DDS operations. She oversaw two state-operated forensic units, that included the co-ed medically fragile and intensive behavioral units. In addition, she holds a combined 22+ years in mentorship, training, and public speaking. She served as an adjunct professor at Holy Names University with a focus on Empirically Based Clinical and Neuro Assessments, Substance Use, and Intro-Clinical Modalities for the undergraduate and graduate programs. Dr. Raju understands firsthand the needs of our veteran clients, as she is a veteran with one Operation Enduring Freedom Tour. In addition, to veteran clients, she has the strong clinical experience that will be beneficial to her team and overall clients Bayside Marin is serving. Additional experience includes state and federal forensic systems, including court evaluations, Intensive Neuro-Behavioral Skilled Nursing Facilities with the aging population in milieu settings, Residential and IOP treatment, adolescent addiction recovery programs, crisis, educational, and neurological assessment and management, suicide, mild-severe psychosis, intellect, and developmental disability, dual and co-occurring Dx, Personality Dx, Community based integration and reunification, Trauma Informed Care, post postpartum and new parenting transitional changes. 

Working in various clinical settings to such as Kaiser Premanente, homeless shelters, hospitals such as Stanford Hospital, Independent Living, Community Crisis homes, in-home. Dr. Raju also holds knowledge in research. She participated in two research areas "Effects of an Emotion-Focused Case Facilitation (EFCF) Inter-professional Staff Training Course on their Clients' Quality of Life in a Neurobehavioral Unit Managing Co-Morbid Medical and Psychiatric Conditions.," and "Group Identity and Music Reminiscence: A Study of Geriatric Life Satisfaction.," which her team and she presented at the Western Psychology Association. Dr. Raju holds several recognitions and awards from federal, state, city, and non-profit for her contribution to her numerous leadership roles: Non-Profit Executive Leadership Award for Bridging Cultural Gap in Community and Public Service 2020, Top Creative Director Award for Community Engagement, State of California Department of Developmental Services Superior Accomplishment Award for emergency response operation during wildfire evacuation 2017, while serving as Clinical Incident Operations Officer, Proclamation: Give Always to Others Recipient from City of Pittsburg 2014, Civic Unity Award from City of Pittsburg 2000, The San Francisco Foundation Koshland Leaders Award Recipient. 

Dr. Raju’s first and foremost best interest lies with the clients and their support system being served at Bayside Marin, supporting the backbone, the clinician, and the interdisciplinary teams. The Core Vision Pillars include maintaining the organization's values and the fundamental reason to integrate the continuum of addiction mental health services for our clients with a unique and individual treatment that will stay true to the most current empirical and evidence-based best practices. Bridging reunification and integration for our clients as they transition back into their lives amongst their support system, families, work, and move towards independence, while holding a non-judgmental and client-centered approach with unique treatment tailored to each client. Her sound knowledge, vast experiences and deep compassion for people allows Dr. Raju to continue making significant change and progress in the mental health and addiction recovery arena, while also working to change the cultural perception and stigma attached to mental wellness and addiction, thus, providing more efficient and effective ways for programming and treatment planning.

 Dr. Raju has received several awards to include in 2020 she was honored with the Non-Profit Executive Leadership Award for bridging cultural gaps in community and public service. She earned the State of California Department of Developmental Services Superior Accomplishment Award for emergency response operation during wildfire evacuations in 2017, as well as the Koshland Leaders Award from The San Francisco Foundation and the Top Creative Director Award for Community Engagement. The City of Pittsburg awarded her the Proclamation: Give Always to Others Award in 2014 and the Civic Unity Award in 2000. More recently, 2025, she has been Honored for Contributions to the Field of Organizational Paramilitary Leadership and Mental Health by Marquis Who's Who Ventures and made top 20 Entrepreneur Impact by Entrepreneur of Impact. 

In her free time, Dr. Raju is a huge Niners football fan. She is passionate about theatre arts, acting and choreographing dance routines and in her quiet times, Dr. Raju can be found hiking and enjoying meditative spaces that she finds in nature, especially by the water, riding horses or her sports bike and spending time with her family.
